How to do for

  • For the purposes of the application of tax subsidies, the organisers of exhibitions or displays of cultural heritage and every other cultural enterprise can ask the Directorate-General of Museums – Department I – for a declaration of considerable cultural or scientific interest of exhibitions for the event.

    After questioning the Directorate-General holding jurisdiction over the matter, the declaration is issued by decree.

  • The State guarantee replaces private insurance on cultural assets authorised to appear in exhibitions or displays in Italy or abroad.

    Its issue “is subject to the insurance of property and assets by the applicant, for the value indicated in the application, following verification of its congruity by the Ministry” (Cultural Heritage and Landscape Code, article 48, paragraph 4.). As explained in the subsequent paragraph of the Code, the Directorate-General of Museums – Department I, resolves the undertaking by the Ministry of the risks to which the property and assets are exposed: “For exhibitions and events in Italy, promoted by the Ministry, or with participation by the state or by public authorities or institutions, the insurance envisaged under paragraph 4 can be replaced by undertaking of the relative risks by the State. The state guarantee is issued in compliance with the procedures, methods and conditions established by Ministerial Decree, with the approval of the Ministry of Economy and Finance. The corresponding expenses are covered using resources available within the scope of the fund for compulsory expenses, set up for the provision for expenses by the Ministry of the Economy and Finance”.

  • Privately negotiated purchases

    Anyone who intends to offer items that it owns for sale to the State must contact the Ministry, Directorate-General of Museums – Department I, through the Institution to which the items are offered.

    The Directorate-General of Museums then takes the necessary steps, with the approval of the Director-General responsible for such matters, and with the approval of the pertinent Technical-scientific Committee.

    Donations

    Donations are cultural assets offered as a gift to the Ministry of cultural heritage and tourism, destined for use. The mandate for entry into the agreement is issued by the Directorate-General of Museums, and the acquisition agreement is exempted from donation tax.

    Loans

    The institution of loan for use applies to cultural heritage of particular value or which makes a significant contribution to collections of works already present in the same exhibition venue, in order to allow public fruition.

    Goods on loan must be protected by suitable insurance cover, and the Directorate-General applies the procedure used for granting State guarantee.

    Having heard the pertinent consulting bodies, the Directorate-General of Museums establishes criteria and guidelines for receipt on loan or under deposit at institutions and cultural venues, of privately owned goods or property belonging to public authorities.  It also provides, by request, the necessary technical-administrative support for the preparation of the relative acts.

  • To receive items belonging to the State or subject to state protection on loan for exhibitions and displays in Italy or abroad, send you request for authorisation to Ministry of cultural heritage and activities and tourism, at least four months before the event is due to start.

    Authorisation is issued by the Directors of the Regional Museum Poles or by the Directors of Institutions with special autonomy, according to procedures and methods established by Ministerial Decree, and the Directorate-General of Museums issues a report with regard to authorisation for loan.

    It is necessary to distinguish the case of items relating to the Regional Complexes from those relating to a Museum with special autonomy.

    In the case of items relating to a Regional Museum Complex, the authorisation for the loan is given by the Director of the single Regional Complex (with the approval, for loans in Italy of the pertinent Superintendence, and, for loans abroad, also that of the Directorate-General of Museums).

    If, on the other hand, the item belongs to an Autonomous museum, authorisation for the loan must be given by the Director of the Museum (with the approval of the Directorate-General holding jurisdiction over the matter in the case of loans for temporary exhibitions in Italy, or of the Directorate-General of Museums in the case of temporary foreign loans).
